Figures for the Low Income Population should come from the 2000 census, rather than from income surveys or other sources.  Look for the number of 'Individuals' under 'Poverty Status', usually on page 3 of the 4 page community profile available on the US Census American Fact Finder website.

Under Population Demographics, include figures for the Service Area only.  Do not include figures for the entire municipality(ies) if the project only serves a portion of it.  Based on the population or number of households to be served by the project, calculate the percentage of the municipality that is included, and multiply it by the total census figures to estimate population statistics.  Census data for the entire municipality (ies) should be added in the Community Page.
